Brown the ground beef and diced onion in a large skillet over medium-high heat. Drain excess grease if needed.
Add the garlic, tomato paste, Worcestershire sauce, garlic powder, onion powder, paprika, black pepper, and salt. Cook for about 1 minute.
Pour in the beef broth and add the uncooked elbow macaroni.
Bring to a gentle boil, then reduce the heat to medium-low. Cover and cook for about 10 to 12 minutes, stirring occasionally, until the pasta is tender and most of the broth has been absorbed.
Reduce the heat to low and stir in the heavy cream.
Add the shredded cheddar cheese and stir until completely melted and creamy.
Let it sit for about 3 to 5 minutes before serving so the sauce can thicken, then serve hot.
